Eligibility
To qualify for the Heydar Aliyev Grant, applicants must meet the following criteria:
• Citizenship: Nationals of OIC or NAM member states, Small Island Developing States, or countries with historical or cultural links to Azerbaijan
• Age Limits:
– Under 25 for undergraduate and general medicine programs
– Under 30 for Master’s and residency programs
– Under 40 for Doctoral studies
• Academic Records: Transcripts and diplomas demonstrating strong performance
• Language Proficiency:
– IELTS ≥ 5.0 (undergraduate) or ≥ 5.5 (graduate), or TOEFL ≥ 40 (undergraduate) or ≥ 50 (graduate) for English-taught programs
– Russian or Azerbaijani proficiency where applicable
• Health and Conduct: Good medical standing and a clean criminal record
• Commitment: Intention to return home or contribute to bilateral relations after graduation
